Espanola police have charged a pet owner after his dog was running loose and bit a man on the elbow. If convicted the owner could be fined up to $10,000 and also spend time behind bars. In a separate incident, two German Shepherds attacked a smaller dog being walked by its owner.  The Shepherds weren’t leashed and made a bee-line for the smaller pooch when they saw it. The smaller dog had a small amount of fur pulled from its back. The owner of the Shepherds was given a $120 ticket.
